New Orleans Police Department Consent Decree

On July 24, 2012, the city of New Orleans, the New Orleans Police Department, and the U.S. Department of Justice entered into a consent decree. The consent decree contains a broad array of separate tasks and goals detailed in more than 490 paragraphs and 110 pages; it reflects a shared commitment to effective, constitutional, and professional law enforcement.

Merrick J. Bobb is the independent monitor appointed by the Honorable James Robart to oversee implementation of the consent decree between the Department of Justice and city of Seattle addressing the Seattle Police Department. He was appointed monitor in 2012.
Merrick is the executive director of the Police Assessment Resource Center. Since 2001, PARC has provided independent, evidence-based counsel and research on effective, respectful, and publicly accountable policing to law enforcement agencies, government entities, and community groups.
